After finally defeating Elias Bogan and rescuing his captive telepath (Rachel Summers) in the previous issue, the X-Men have some time to relax in the mutant beach community, Valle Soleada California. Storm (Ororo Munroe) goes surfing (without a surfboard), Rogue and Gambit (Remy LeBeau) have a romantic picnic, Cannonball (Sam Guthrie) and Lila Cheney have a candlelit dinner. Lucas Bishop beats Sage (Tessa) at chess. Rachel and Kitty go shopping.
Then T.V. is interrupted by an emergency broadcast. A reporter reports from New York City about the events in New X-Men 146-150. The X-Men (except Rachel and Kitty) gather around the tv to watch the news cover.
Magneto resurfaced and took control of all of Manhattan - taking two million people hostage and reshaping the city into his own utopia. There are unknown numbers of casualties. The reporter continues that Magneto also attempted to take out his opposition, destroying the Xavier Institute. But the X-Men were able to defeat Magneto, but the victory came with a huge cost.
The tv show a sobbing Cyclops clutching Jean Grey-Summers' dead body. (Rachel isn't shown in the room watching this).
Continuing, the reporters questions what will be the outcome of the deadliest terrorist attack in history and whether this could potentially be the beginning of a war against humanity by mutants.
The phone rings. It's Valerie Cooper for Storm, telling her about the President's meeting with the National Security Council about the mutant crisis. (Storm leads the XSE (X-Treme Sanctions Executive), a government sanctioned group who polices the mutant community. Things aren't going well.
Bishop says he can't blame humans for being suspicious of any mutant after what just happened. Sam and Roberto DaCosta (Sunspot) want to go help in New York without authorization.
Storm tells them to all get into uniforms. They are leaving for New York within the hour. Amara replies that they may need to rethink the plan, considering what has happened outside. Dozens of mutants from Valle Soleada have gathered outside wanting to help in any way that they can in New York. Roberto starts to get them all organized.
Rogue pulls Sage aside.
A short time later, Remy enters Rogue's room, talking about plans for helping in New York. Rogue has candles lit and is wearing a negligee. Remy tells her this isn’t the best time, but Rogue replies that they need to take advantage of the opportunity. As they kiss, he realizes it isn’t Rogue, it’s Sage. She zaps him and he falls back onto the bed.
The real Rogue rushes in, wanting to know if Remy is alright. Remy demands to know what they did to him. Sage throws a card at him. It take him a moment to see that his powers are back. Sage and Rogue explain that they jump started his powers and the only way to do it was to catch him by surprised when he was full of adrenalin.
Storm flies over New York City, surveying the damage and massive relief effort. Archangel (Warren Worthington) spots her. Storm is afraid he still blames her for Psylocke’s death, but all Warren wants is to see how she is handling Jean’s death. Sage watches on with a long range rifle aimed at Storm. Bishop confronts her, thinking she’s trying to protect Storm from Archangel. But Sage explains that she is concerned about Ororo’s extreme behavior since she returned from Japan.
Storm lands at the local hangout near the Institute where many of the X-Men are staying, wondering why she is so on edge and doesn’t feel any better when Rahne Sinclair (Wolfsbane) freaks out after seeing her. Dani Moonstar explains that Rahne’s senses are exceptional and wonders if Ororo is the Ororo that Rahne remembers.
Inside, Amara has an identity crisis upon finding some of her things that were salvaged from the mansion.
At the Xavier Institute’s underground complex, Kitty Pryde is working on repairs to come sort of equipment. She asks Rachel to pass her screwdriver. Rachel float it over to her telekinetically.
Rachel sits with Lockheed in her lap, and comments on how every time Kitty tries to get away from the X-Men, they pull her back. Kitty replies that it was worth it to free Rachel from Bogan. Ray warn her to be careful, since people will start to talk about them. But Kitty doesn’t care.
Rachel changes the subject, asking how many times the mansion has been destroyed. Kitty compares it to their own personal wheel of fate that they need to keep rebuilding until they get it right.
Kitty refers to Rachel as Phoenix, and Ray says that her mom was Phoenix and to call her Marvel Girl now. Kitty replies that was Jean’s name too and Rachel agrees.
Kitty takes Rachel’s hand and they phase through the wall into the kitchen. Kitty tells Rachel that she bets Rachel does her mom proud.
In the kitchen, Remy is showing Bishop how to make jambalaya. As everyone helps get ready for dinner, Kitty says there is rumors that Xavier will be sued for damages since students were involved in the destruction of Manhattan. Sam wonders how they could ever atone for what Magneto did, and Kitty wonders what happened to Xavier and Logan.
Sam sees Dani walking by and asks her about joining Storm’s XSE team. Dani says her place is with the Institute as a teacher.
Later, the group (Rachel, Kitty, Amara, Sam, Lucas, Rogue, Remy, and Tessa) have dinner. Storm gives a speech, saying this is the worst of times for mutants and they are more feared and hated than ever before. There are anti-mutant laws being purposed in every country and many believe the war between mutants and humans has begun.
They have been offered the most difficult job imaginable - trying to keep the peace. Mutants may even call them race-traitors. But they have to stand up and say that Xavier’s dream is still good and that there is hope of peace.
She holds up an XSE Marshall’s badge and says she had one for each of them. They come with great responsibility and she wants to know who will join with her in shouldering it.
